School board continues capital project


DUNDEE—Planning for a capital project for Dundee Central School District continued during a workshop Nov. 13. Representatives of King & King Architects, Financial Planners and IBC engineering met with the board of education, presenting revised figures as requested by the board during an Oct. 23 workshop.
Target areas include roof replacement on the Iverson building, a new six-lane track, seeding of the football field, bleachers, exterior facade work, paving and drainage work, heat and cooling upgrades, and some other improvements inside the building. The previous target for cost was $17.8 million of which 88.2 percent would be covered by state aid. The balance could be covered by Excel Aid, District Reserve Fund and moneys made available through retirement of the 1994 capital project bond.
Heating and cooling issues were discussed at length by Mike Tatkow of Rochester-based IBC Engineering. During his presentation, he outlined the benefits of installation features that would allow the potential for the entire building to be cooled. He said he had done an in-depth evaluation of actual figures for the heating and cooling systems. Basically there would be brand new heating systems throughout all of the building. He said, “Overall heating will be better. We put together figures and how to get where you want to go in the next couple of projects.” The payback for the improvements is anticipated to be three to four years.
Estimates of additional cost for items discussed at the meeting totaled approximately $760,000. Addition of improvements that would allow for future air conditioning of the building could result in a slight increase in tax of 10 cents per $1,000 of assessed value. Translated that would mean an impact of $10 per year increase on a home assessed at $100,000. Tatkow emphasized the cost would be much higher if this was delayed until a future project.
Jim King of King & King architects said the next step would be to rerun numbers for the additional options. He told board members that March 2009 would be a potential date for a vote on a finalized project. He said, “We will need to back up from that date to make sure all legal requirements are met.” King asked the board for a straw vote on approval of proposals presented at the meeting and support was unanimous. However, no formal vote was taken on the project.
Following the meeting, Superintendent of Schools Nancy Zimar commented the only “glamorous” part of the proposed project was the addition of a track. Dundee is the lone school in the region without one.
The board of education will meet again at 7 p.m. Dec. 11.
