Meeting:  The Wayne town board met for just under two hours, Dec. 16.

Attendance:  All board members were present.  There were five members of the public in the audience.

Action: The board made some changes to the fee schedule, including increase the cemetery fees.  Those costs have not gone up in two years.  Supervisor Dawn Dowdle said the fees are nonrefundable.

• Board members had problems with wording in the land use regulations about non-conforming structures.  They wanted to reword it saying that if a non-conforming building is damaged the owner cannot rebuild to the exact specifications.  This way, they would have to repair the structure to match regulations.  The board also wanted to add somewhere in the regulations’ introductions that any of the rules could be petitioned to the zoning board of appeals. 

Discussion without action:  The board addressed how the planning board handles permit violations.  Dowdle said that the board should work with the person who has a violation and see if they can work the problem out from there.  The planning board should avoid making the person undo whatever they did without a permit unless it is necessary.

• Highway Superintendent John McIntire was presented with an award from the county highway department for his work to preserve and protect  the roadways in Wayne.

• There is a position each in the planning board and the zoning board of appeals that will need to be filled.  It was supposed to work out that a position would become open each year, but the system got messed up when several positions were filled.   The town is trying to work the rotating system back in by making these two roles open.  

• Dowdle reported that the current interest rate for accounts over $100,000 is still 1.85 percent
