Happy Holidays! The Observer and the REVIEW&EXPRESS each published a combined holiday edition with the dates of Wednesday, Dec. 18, 2024 and Wednesday, Dec. 25, 2024. There is not a new paper for Dec. 25. The next new edition is Wednesday, Jan. 1.
The office is closed on Monday, Dec. 23 and will reopen Thursday, Jan 2.

Penn Yan village board 06/16/09

Meeting: The Penn Yan village board met for approximately three hours, June 16.
Attendance: Trustee Robert Hoban was absent. One member of the public was present.
Action: Approved proceeding with dedication of Carpenter and Eagle Lane to the village. Documentation of easements and dedication of the roads has been received from Conifer, owner of the development, allowing the dedication of the roads to the village to be accomplished.
Discussion without action: Public Safety committee chairperson Nancy Taylor said, “We should have some fun with the police chief; tattle, roast, toast, etc.” Following some gentle kidding, Mayor Douglas Marchionda Jr. presented police chief Gene Mitchell with a plaque in appreciation of his 31 years of service to the village. Marchionda said, “You’ve been on the force for a long time; the majority of my life. You have become one person who is synonymous with Penn Yan. You kept us safe. We have gotten complacent because of what you and your folks have done for years.” Mitchell responded, “It’s been a great career of service; all about helping people be safe. It’s been a good experience for me.”  Board vice-mayor Willie Allison added, “Thank you. I wish you and your wife a long and prosperous retirement.” Mitchell will retire, effective June 30.
• Councilman Richard Stewart said he had volunteered to look into grants in order to establish a procedure, noting many are trying to help the village get grants. He said, “We need to know what stage they are in and the next steps. I need to meet with people who have grant applications out and get more control over the money we receive.” Stewart said he had called representatives in Albany to seek the information and Marchionda asked why he didn’t call him. Marchionda is president of the Penn Yan’s Local Development Corporation (LDC). Marchionda said, “Once again you called Albany. I am, we are all a phone call away. This is a team. We all need to work together. The LDC is by statute a separate board.”
• A proposal to set guidelines regarding size or water lines, installation of water meters and financial responsibility when there is evidence of vandalism or tampering will be sent to the village Municipal Utilities Board for their input.
• Village attorney Ed Brockman told the board the proposed sign law has been sent to the Yates County Planning Board. He said a local law has been proposed that would change the size of the Historic Preservation District Board from seven to five members. Also proposed are deletion of a section connected with the requirement that some of the members be from certain interest areas or backgrounds. A third change would be that board members be a legal resident of the village, own a business within the historic district or be a property owner in the district. In the past denial of requests regarding selection of paint colors was given without a rationale. The new recommendation includes a rationale if a color is denied. Brockman asked board members to look over the recommendations for changes before the next meeting.
• Recreation committee chairperson Mike D’Abbracci said the NYS Department of Health inspection of village beaches is expected June 19. Swimming areas will be open from 10 a.m. until 8 p.m. until mid-August and from 10 a.m. until 6 p.m. through the end of the season. Playgrounds will run at Red Jacket and Indian Pines parks from July 6 through August 14, Monday through Friday. Lunches will be provided in conjunction with ProAction.
• Recreation Director Dan Doyle announced Penn Yan has been chosen to host two baseball tournaments at the Elm Street Sports Complex this summer.
Appointments/resignations: Appointed Frances Dumas to represent the village on the Yates County Planning Board.
Upcoming meetings: July 21 at 6 p.m. in the village office.
